common ge refrigerator problem

A common ge refrigerator problem in the top freezer models is usually that, the freezer is working but the refrigerator compartment is not cold.
This can be caused by a few things,worst case senerio if the freezer is freezing some things like meat,but the ice cream is soft this could mean that the seal system has a problem, that is compressor or freon.
This condition can also be caused by a defective evaporator fan motor,if the fan motor is broken the cold air will not be circulated as it is supposed to.
If one of the defrost circuit components is not working there will be a visible build up of ice on the back panel of the freezer,the defrost components are,defrost heater,timer,defrost terminator,together they work to defrost ice from the evaporator coils every 8 to 10 hours.

Help!!
I have a GE Top Freezer fridge with this problem I'm pretty sure the problem is either the defrose element or the defrost thermostat. the timer seems to be cycling ok and the fan is running - frost does build up on the back pannel. I can't figure how to get the back pannel off. I get the top loose, remove the icemaker and twist the i/m plug, but back pannel doesnt want to pull loose.
Model is TBX18JIXERWW - It is about a '95 model. When I pull top of rear pannel out, cool air circulates into fridge section, but i think this will end up plugging up with ice.
How do I get rear pannel out? And - once I Do, If I jump across thermostat & set timer to defrost cycle, this should tell me if it's the thermostat or the heating element, right?
